About PME Cell

The Project Monitoring and Evaluation (PME) Cell functions under the Directorate of Research, BAU, Sabour and deals with the research project, including primary verification of new project proposals, field monitoring of experimental plots of projects being handled by different researchers at various constituent colleges, research stations, KVKs. This cell is responsible for looking after the progress of the projects and constraints raised during their execution. PME cell look after the reports submitted by Principal Investigators and evaluates the progress and outcome. The cell of BAU, Sabour is headed by Dr. Anil Kumar Singh, Director Research, BAU, Sabour and Member Secretary Dr. Sailabala Dei, Deputy Director Research, BAU, Sabour. The Cell also has eleven members from diverse disciplines and experiences. This cell works in consultation with other Scientific, technical and administrative staff for smooth functioning.

Mandate

To continuously monitor and evaluate the progress made in achieving expected results and to spot bottlenecks in implementation of a sanctioned research project. This is intended to aid decision-making towards explicit goals. PME cell activities facilitate result based planning, learning from past experiences i.e. successes and challenges encountered during implementation of a research project.

Objectives

  1. To monitor and assess the execution of a sanctioned research project during crop seasons; as per the objectives set while framing the project.
  2. To collect, organize and analyze the information obtained in the projects, for being in concordance with the monitorable targets mentioned by PI or analyze the constraints faced in achieving the targets.
  3. To look after the budgetary issues of the project and compilation of Fund Utilization and Statement of Expenditure.
  4. To compile the final findings of a sanctioned project and outcome of the project in the form of policy, publications, technologies, patents, products etc.

Dr. Anil Kumar Singh

Dr. Anil Kumar Singh is an accomplished agricultural scientist who has made significant contributions to the field of agricultural research. Dr. Singh started his career as a Scientist at the National Bureau of Plant Genetic Resources, Regional Station Srinagar (Jammu & Kashmir).  He has held several key positions during his career, including Principal Scientist at the ICAR Research Complex for Eastern Region, Patna; Head (Acting) of the Research Programme at Pusa, Bihar and Officer In-charge at NBPGR, RS, Srinagar (Jammu & Kashmir). Dr. Singh has an impressive publication record, with over 150 research articles, 10 books, and 196 other publications to his name. He has taken on editorial responsibilities as the Editor-in-Chief of the 'Journal of AgriSearch' and e-kheti (an online publication). He has also served as the Chief Editor of Krishi Manjusha demonstrating his commitment to disseminating agricultural knowledge. Dr. Singh has received several prestigious awards and recognitions, including the Ganesh Shankar Vidyarthi Hindi Patrika Purskaar for 'Akshy Kheti' from ICAR, New Delhi. He is a recipient of the Fellow of the Indian Society of Agronomy, Fellow of the Indian Society of Plant Genetic Resources, and an Associate of the National Academy of Agricultural Sciences, New Delhi. Dr. Singh has also been honoured with the Rajbhasha Gaurav Award by the Department of Official Languages, Ministry of Home Affairs, Government of India, for his outstanding technical book in Hindi. Dr. Singh has demonstrated his organizational skills by serving as the Chief Organizing Secretary for various conferences. Dr. Singh's research has encompassed a wide range of topics, with a particular focus on Natural Resources Management and Plant Genetic Resources. His work in developing nutritionally superior FABA bean varieties and unique FABA bean lines reflects his dedication to addressing nutritional challenges and diversifying crop options.

Dr. Sailabala Dei is presently working on the post of Deputy Director Research at BAU, Sabour, Bhagalpur, since June, 2015. She has completed her graduation in Home Science from Orissa University of Agriculture and Technology, Bhubaneswar; Post Graduation and Doctoral degree in Food Science and Nutrition from Banaras Hindu University, Varanasi, U.P. She is having more than 32 years of professional experiences in scientific position as Training Associate (Home Science), Senior Scientist and Head of KVKs and Deputy Director Research under BAU, Kanke (Ranchi), DRPCAU, Pusa and BAU, Sabour, Bhagalpur. She is sincerely devoted to the issues related to women in agriculture and working women in particular. She has already headed the ICC, BAU, Sabour as Founder Chairman from January 2017 to March, 2018 and successfully organized a National Convention on “Women Empowerment: Challenges and Strategies” at BAU, Sabour in August, 2017 in the capacity of Organizing Secretary. To her credit she has published a book (edited volume) on “Women Empowerment: A Comprehensive Development Approach” in the year 2018 and has contributed many book chapters related to women’s issues and their nutritional status.

Dr. Shashikant is working as Junior Scientist–cum-Assistant Professor in the Department of Plant Physiology and Biochemistry, Bihar Agricultural College, Sabour; Bhagalpur, Bihar. He holds Ph.D degree from Department of Botany, Patna University, Patna and B.Sc. (Hons.) and M.Sc. in Botany from Science College, Patna. He has 17 years of teaching and research experience. His research interest is Plant Tissue Culture, Aromatic and Medicinal Plants, Ex-situ conservation of Plants being In-charge of Botanical Garden BAU and also profound member of Refinement of Local Bhagalpur Katrni Project. He has published several quality research articles, books and book chapters. Dr Shashikant has been facilitating post graduate students in capacity of academic incharge and has guided several students as major and advisory members for their masters and doctorate research. He has also been an Arborist in various Govt. projects such as NHAI and others.

Dr. Ruby Rani is working as Jr. Scientist-cum- Assistant Professor (Fruit Science) since more than 16 years. Her area of research is crop improvement of litchi and coconut including study of genetic variability and crop improvement through hybridization and selection in litchi.  Her mandate is also to develop sustainable production technology on litchi, coconut and strawberry. She has developed one litchi variety Sabour litchi-1 and assisted in procuring GI for Shahi litchi. She developed four technologies as package of practices for strawberry cultivation in the state and introduced strawberry crop in the state for commercial cultivation. She has handled one research project ICAR-AICRP on Palms and three non plan research projects as Principal Investigator. She is evaluating different genotypes of coconut and working with applied research for promotion of coconut and strawberry cultivation in non-traditional areas of Bihar. She has guided more than 20 students including 8 M.Sc Students and 3 Ph.D students as major advisor. She has formulated one PG course and published more than 30 research papers in peer reviewed journals and book chapters. She has organized one National Seminar as core member of organizing committee and one international Symposium on litchi as convener of the symposium.

Dr. Sangeeta Shree is working as Junior Scientist-cum-Assistant Professor in the Department of Horticulture (Vegetable & Floriculture), Bihar Agricultural University, Sabour, Bhagalpur. Dr. Shree has obtained Ph.D. Degree in Horticulture majoring in Olericulture and minoring in Plant breeding and Genetics from RAU, Pusa in 2003. Her research work is oriented towards vegetable crop improvement in general and cole and bulb vegetables in particular. She has released varieties in cauliflower and garlic and those in onion is in pipeline. She is the Life member of Horticulture Society of India, Indian Society of Vegetable Science and Indian Society of Alliums.

Dr. Awadhesh Kumar Pal obtained his doctorate from CSIR- IHBT, Palampur, HP, and is working as Assistant Professor-cum-Jr. Scientist at the Department of Plant Physiology and Biochemistry, BAU, Sabour, Bhagalpur. Dr. Pal has received grants as PI from DBT, New Delhi, “Young Scientist Research Grant” from DST-SERB and Co-PI of three projects from DAE, BARC, Govt. of India. He has also mentored a Woman Scientist project funded by DST, New Delhi, India. He has received several awards & honours including BAU Best Scientist Award-2017, Elected life member of prestigious Plant Tissue Culture Association of India (PTCAI), Life member of Indian Society of Plant Physiology and has delivered invited lectures at national and international platforms. He has also qualified CSIR-JRF. He has published several quality research papers, books and book chapters and has been a reviewer of high impact journals such as EEB, PCTOC, PlosOne, Physiologia Plantarum, PMBR, Gene, 3Biotech, Plant Physiology Reports etc. Dr. Pal has guided more than fifty students as major & advisory member for their master’s and doctorate research.

Dr Satyendra is working as Assistant Professor-cum-Junior Scientist in the Department of Plant Breeding and Genetics, Bihar Agricultural University, Sabour. He has been involved in teaching, research, extension and training activities of BAU Sabour. Dr Satyendra is working on the area of rice improvement including hybrids and varietal development. He is co-developer of five important rice varieties. These include drought and submergence tolerant and biofortified rice varieties. Dr. Satyendra has also facilitated for registration of several farmers varieties and landraces as ‘Farmer’s Variety’ category under PPV&FRA, New Delhi. He has successfully handled several competitive, in-house projects, consultancies, national and international coordinated and collaborative projects. He has more than 30 publications in his credit. Dr. Satyendra has been honoured with the several awards and fellowships including Best Scientist Award 2023 for PBG department of BAU Sabour.

Dr Tamoghna Saha is working as Assistant Professor cum Junior Scientist in the Department of Entomology, Bihar Agricultural College, Sabour. Dr Saha is working on the area of pest management in vegetable crops, toxicology and host plant resistance. Dr Saha has developed six technologies regarding insect pest management in different crops and also associated with five new verities released from BAU.  He has published more than 80 research paper in peer reviewed journal, review paper, books and book chapters. Dr Saha has organized ICAR Sponsored Short Course as Course Co-ordinator. He has created and revised two courses on Apiculture, Sericulture and Lac culture and Insect Morphology through NAHEP ICAR Scheme. Dr Nintu Mandal is working as Assistant Professor cum Junior Scientist in the department of Soil Science and Agricultural Chemistry, Bihar Agricultural College, Sabour.
